Subject: New shop electric grounded to frame?

North Central US
The electrician is done, and I see the ground goes from the box to the frame of the building, one of the main beams, which is bolted to the concrete.

We have a heated floor, with insulation underneath, along with under the footers, and the outside of the slab, so basically none of it is touching the actual ground.

Don't you kinda want the ground to be grounded? Wouldn't the slab and building be considered insulated in some way or another?

I have seen this before as well.
