“Here” straight glyphosate or a 50/50 mix of 2,4-D or dicamba and diesel fuel works well in late summer/early fall on fresh cuts. Sap flows down into the roots then and takes the chemicals with it to kill the roots. Paint it on the stump. Cheap too.
