I was thinking the same. I can well remember the 5 inches we got in an hour, after it had rained a fair amount the whole week before.

I also recall the year we got 6 inches of rain in a couple hours near dusk - a light rain was predicted.

Such events are rare and it’s difficult to plan for such extremes, but if you are tied into your footer drains……

You probably actually want the downspout drains undersized, to protect the footer drain. Let the downspouts slosh all over in such heavy rains, and not back flood directly into the footer drains.
