I don’t think that is an accurate statement, at least the first part.  I think he is using tariffs to leverage getting reciprocal trade policies by attempting to get other countries to eliminate protectionist policies and tariffs that prevent US goods from competing on a more free and open market.

Of course watching the sausage get made looks ugly.
