If you want hard white wheat flour, you'll have to search for it, and it won't be cheap. I am sure places like Whole Foods and Food Coops will have it on hand. Google finds lots of it, even at Walmart. King Arthur brand is a good source of specialty baking supplies.
And from my limited experience, white whole flour is a good choice if you want whole wheat bread.
Here is a link to a Pacific NW farmer who has branched out into selling wholesale and retail to groceries and I think they have white whole wheat flour. They sell on Amazon too, and we buy small brown lentils from them. https://www.palousebrand.com/collections/buy-stone-ground-flours
