Your electrician did it correctly. He is required to bond the building steel to the grounding system for the building. This is done so that in case the building steel becomes energized in any way, such as a bare wire touching the building, steel, etc. Your electrician should also have two ground rods from the panel going into the Earth near the panel.


Not if this is considered a sub panel. If there would be a main disconnect at the meter then any panel after that is considered a sub panel and must have separate neutral and ground wires that return all the way back to the main disconnect. There would be no ground rods at the panel in the shop in this case.
