Essentially what happens is that under the footings there tends to be more moisture making a better ground than an 8' ground rod that tends to dry out the soil near it. So damp concrete is a conductor of sorts but by code need 20' of 1/2" rebar or 20' of #4 copper in the bottom of the footing to meet specs.
