My fussy electrician did 2 ground rods, many feet apart, outside, when I put new electrical service in my shop and shop addition. Inspector passed it. 4 years ago.

But my electrician said that if you wanted to be fussy about code, there should also be a ground tied into the rebar in the new slab. The new slab has water heat on the bottom side, rebar on plastic chairs, and 2” foam board all the way around and under it. My undereducated opinion is no way would that ground or bond anything. I would still like an explanation of that.
