There is a difference between grounding and bonding.
Without seeing it I would say he bonded the box to the building.
Grounding is not to be confused with bonding. Equipment may be bonded together, but it is not considered grounded unless it is connected back to the ground.
This may be acceptable under the current electrical code. I personally would have installed a separate ground system.
