Northern Indiana		Depending on the kind, manure may raise the organic matter some.

As you know drainage is the big issue, manure and I’d keep it loose with deep tillage. See if you can get the OM up and water moving away.

Try that for a year or so and then retest. Lime may help some, but it’s not the complete solution.
