I discussed this with the guy who does our VR sampling. I thought a 2 year sample would be better but his explanation was a 4 year would be a less apt to show false info. Say you needed 200 pounds of potash in a particular area, 2 years later you pull samples again and it shows you still need 150 pounds. 2 years later you sample and you're heavy on potash and anotherv2 years you're good then 2 years you're needing 200 pounds. Not sure my explanation is good but basically you start chasing sample readings because the soil hasn't adjusted smoothly before another round of sampling and a knee jerk application.
