Have you thought about yellow sweet clover? If you don’t mind leaving it for two years, letting the sweet clover complete its lifecycle will put roots pretty deep, and add a lot of tilth to the upper layers.
Or, at least, it will here.
Most of the benefits come the second year, but if you’re willing to invest the time anyway. . . .
