Rtv will work like that if put together correctly.

One surface of the joint is cleaned to make the silicone stick. A bead of rtv is applied to the clean surface. The other has a coating of oil applied to prevent the gasket sticking. A short wait is sometimes used to allow the rtv to skin, but with the oil coating on the removable part, probably not necessary.

Parts are assembled and fasteners snugged up only loosely. You don’t want to squeeze out all the material UNLESS the parts have to carry a load in which case you better just glue them together!

Come back in an hour and finish tightening the fasteners. Remember you do not want to take clearance to 0 under them. There’s now a gasket between and if you tighten too much you’ll break it and also tend to dimple sheet metal around each fastener.
