How many stumps are you talking.  You can grind them out fairly reasonably with a good skid steer mounted grinder.  You would be surprised how many stumps you can grind on a tank of fuel with a skid steer and it will cost way less to mobilize the skid steer to the size than an excavator or a dozer.  Depending on quantity of stumps the skid steer might be home before the excavator or dozer are unloaded.
