Prob both. A dozer with rake (d8 sized) will get more stumps out of the ground compared to an excavator per hour. Like not even close! Getting the stumps and debris picked out of the dirt and piled for burning is a better job for an excavator.. I have hired both and a dozer to do grubbing is a cheaper way of going (1/3 the time of excavator). But for piling and buring an excavator is the way to go.
