I'd say any cat that does not eat people food is either sick or over-fed. I have yet to see any that mine refuse. In fact a substantial part of their diet year round is micro wave baked potatoes. Even the baked peels. They will pick them out of the dry cat food and eat first. And no, they are not starving feral cats.
