If its a casing issue, you should be pulling air when the water is that low. I'm guessing the iron is clogging things and agree with Oliver1 that hydrogen peroxide fixes a whole lot of issues with water and water systems. And it's cheap.
I've never had luck with it. The rust always returns in a few weeks.
And I applied air pressure on the well, using 2-3 times the recommended amount.
