In general, NO. I've been using a Caster located in UK without an issue. Some people in US have complained about a Caster located in US with issues. Unplanned for SNAFUs will always happen....
CASE has RTK Fill on their Vector Pro receivers, so if internet/etc is down for 20 minutes, they have a plan B when stuff happens. Trimble has this feature on their NAV 900.
I'm sure OEM (JD/CNN/Trimble/etc) providers do a first class implementation for their services, but there are the "me too" providers who may cut corners and exaggerate their accuracies.
