The teeth of a non-citizen worker program is deportation. They are not citizens & don't have the rights of a citizen. To participate, they have to participate in paying all payroll taxes (from top to bottom). As far as the example of no vehicle insurance or commits a DWI/DUI, no ticket. Trip straight to the nearest border. If you have dependents here, there meal ticket is no longer here. Hopefully someone can provide help or they need to leave as well. It's a tough proposal but the rules have to be followed at some point or might as well let them all stay (thanks to Biden/Harris).
