It sounds to me like you have a duplexing issue with the second switch.  Try a different cable between the two and/or try using different ports.  Generally, switches ports are grouped together and I've seen several times where half a switch worked perfect and the other half poorly or not at all.  Generally this is only on switches with 8 or more ports.
