Some of my family used to be in the milk processing industry. They said the drill for a milk plant in the path of a storm is to receive and bottle all the milk that can be distributed and sold and then to fill all the milk silo tanks with potable water. This makes them much better able to withstand the wind and after the storm, if they can get power back, and a crew, they can bottle the water in gallons, half gallons etc for distribution.

Think about it, the 24 packs of bottled water we see today weren’t a “thing” not all that long ago.
