The Padlock is a huge outfit now, and they have lands all over the area.  They also have some of their own firefighting capacity and equipment, and in the initial stages of fires down on private grounds (like the fires here back in July and August, out north of Clearmont), the Padlock will send out trucks and crews of their own, with radios that are tied into the local fire dispatch and fire fighting repeaters. They're good guys to work with.
