To me there are some differences. If you don't treat your seed there is no rescue option other than replant. Tar spot would probably be the same, but even with that, if no one is seeing tar spot, you might be able to skip it. Maybe gray leaf spot you see some infection you can spray a decent fungicide and be ok, you can react.
