The more ridged the pipe is and the deeper the bearing surface will dictate how much pull you can put on it. If you need to pull hard and want small diameter pipe then use a high tensile pipe or just use a larger diameter standard pipe to do the same thing. Just depends what your goals are. I have found the 2 inch high tensile galvanized is cheaper for me and easily driven and pulled. Heck you can use a wood post for the same just have to consider the whole project. I have found that using the galvanized pipe i don't need to drive a ground rod not so with rusty steel. Not having to check and mess with fence is worth a lot to me though. Cost is also important
