An SF3 subscription is for a StarFire 6000, not a 4640. If you are referring to the permeant unlocks on a foreign/very likely stolen 4640, yes, they are permanent and do not require an annual subscription. Importing one would be an EULA violation and your dealer may or may not service/support it since it is outside its designated region.
